The writing is on the wall for literature companies
New powers will be enforced from this summer to clampdown on litter problems

In a bid to keep West Lancashire clean, green and safe, the Council will be using a tougher approach towards anyone who distributes junk literature in the Council's car parks.

The Council consulted residents about its intentions earlier this year to give people the chance to give their views on the proposals.

Now, from the 1st July, the Council is making it an offence to distribute free printed material at 34 car parks across the district without permission (see list below). Persons wishing to distribute such material in these areas must apply for a consent, for which a fee will be levied. If the Council is of the opinion that the distribution will give rise to litter, it will refuse the consent.

Cllr John Baldock, Portfolio Holder for Environment and Health, said: "We are committed to keeping the streets of West Lancashire clean and tidy, which is why we are using these new powers to discourage irresponsible behaviour. By ensuring that the necessary controls are put in place to prevent windblown litter arising from junk literature on car windows, we hope it sends out a positive message. Anyone caught breaking the rules could be issued a fixed penalty notice or possible fine in a bid to stop the problem and make our streets cleaner and greener."

These new powers came about as a result of the Clean Neighbourhoods and Environment Act 2005 legislation, which gives local authorities the option to use extra measures to clean up their areas.

If anybody witnesses people leafleting without permission in the listed car parks, they can report them online at the Recycling section. Those who would like to be given consent for distributing material can find out more by visiting the Environmental Protection section.

· Hutton Way, Aughton Street, Ormskirk
· Park Pool, Park Road, Ormskirk
· Rear of Tesco's, Park Road, Ormskirk
· Lunesdale, Moorgate (Opposite Hesfords) Ormskirk
· Hants Lane/ Burscough Street, Ormskirk
· Yeadon, Skelmersdale (adjacent to the Police Station and the Library)
· Sandy Lane Car Parks, Skelmersdale (both sides of the centre, including spaces adjacent to Uppingham)
· Lyndale, Ashurst, Skelmersdale
· Tithebarn Street, Upholland
· Mill Lane, Burscough
· School Lane, Burscough
· Southport Road/ Green Lane (opposite the Civic Hall) Ormskirk
· Railway Approach, Ormskirk
· Station Approach, Ormskirk
· Priorswood Place, Skelmersdale
