The planning process

Planning permission is permission to carry out 'development'. Development covers the 'carrying out of building, engineering, mining or other operations, in, on, over or under land or the making of any material change in the use of any buildings or other land'.

 

The planning system exists to make sure that development are only carried out in suitable locations. Local Planning Authorities (LPA's) such as West Lancashire District Council, are given the power to consider and determine applications for planning permission. The planning system follows a set procedure which is explained below.
