The final Joint Employment Land and Premises Study (JELPS) study
is available to download below. Most of the appendices
relating specifically to West Lancashire are included in the list
below.

Background to the study
The JELPS is a joint study carried out by West Lancs
Council in partnership with neighbouring
Councils (external link), with Sefton Council leading
the study.
It looked at how much land might be available over the coming
years for employment use - business, industry and offices. The
results will help us to work out if and where we need to
allocate further sites for these uses in the future.
In carrying out this study, we closely followed central
government guidance on employment
land studies (external link). The study will be an
important piece of background information for our Local Development
Framework.
During autumn 2007 and spring 2008, we carried out "Call
for Sites" exercises.
We invited people to suggest pieces of land which they
thought might make appropriate employment sites in the
future. In 2008 we appointed the consultants, the BE
Group, to carry out the JELPS on behalf of Sefton, Knowsley, Halton
and West Lancashire Councils. We consulted on the
draft JELPS report in June 2009 and published the amended
final report in early 2010.

There will be other opportunities to suggest sites for
development as we prepare our Local Development Framework. We
recommend that you join our consultation database so that we can

Related information

Availability Assessment (or SHLAA).
